The State of Qatar has secured the top spot in the Arab world and an impressive eighth position globally in the 2025 Quality of Life Index published by the renowned American business magazine, CEOWORLD. The rankings underscore Qatar’s continued commitment to enhancing the well-being, prosperity, and overall satisfaction of its residents.

With an overall score of 96.66 out of 100, Qatar surpassed several developed nations, including the United States, which came in ninth place. The ranking places Qatar among the elite group of countries offering high living standards, strong governance, and excellent public services.

The Principality of Monaco topped the global rankings with a score of 98, followed by Liechtenstein in second place and Luxembourg in third. The top 10 countries in the 2025 index include:

  1. Monaco

  2. Liechtenstein

  3. Luxembourg

  4. Ireland

  5. Switzerland

  6. Norway

  7. Singapore

  8. Qatar

  9. United States

  10. Iceland

Regional Excellence: Qatar Leads the Arab World

Among Arab nations, Qatar emerged as the highest-ranked, reflecting its economic strength, infrastructural development, and political stability. The United Arab Emirates followed at 26th place globally, while Saudi Arabia ranked 40th. Qatar’s consistent investment in education, healthcare, and innovation has positioned it as a regional leader in quality of life.

Methodology: How the Index Was Compiled

The Quality of Life Index 2025 evaluated 199 countries based on ten key indicators, including:

  • Stability and security

  • Healthcare quality

  • Public education

  • Economic resilience

  • Employment opportunities

  • Environmental sustainability

  • Income equality

  • Transparency and governance

  • Public transport and infrastructure

  • Cultural influence and accessibility

More than 258,000 individuals worldwide contributed to the survey, offering insights into their perceptions of living conditions in different countries. The metrics were designed to reflect both objective and subjective measures of life satisfaction, making the ranking comprehensive and internationally credible.

Qatar’s strong performance aligns with its National Vision 2030, which aims to transform the country into an advanced society capable of sustaining its development and providing a high standard of living for its people. The ranking reflects successful national strategies in urban development, healthcare access, technological advancement, and citizen well-being.

On the opposite end of the spectrum, the report placed Burundi at the bottom of the index, preceded by Madagascar, Afghanistan, South Sudan, and Sierra Leone, highlighting stark global inequalities in quality of life.
