Iran, Afghanistan Call For Strengthening Ties In High-Level Kabul Talks

Foreign Minister of Iran, Abbas Araghchi led a delegation to Kabul on January 26, 2025, for high-level discussions. He met with Afghan Taliban officials, including Foreign Minister Amir Khan Muttaqi and Prime Minister Hassan Akhund, to address key issues between the two neighbors. This visit marks the first by such a senior Iranian official since the Taliban’s takeover in 2021.

Key Issues Discussed 

The talks focused on strengthening economic cooperation and addressing border-related challenges. Officials from both sides highlighted water rights, Afghan migrants in Iran, and cross-border trade as key areas of discussion. Iran emphasized the need for stronger collaboration on water management, urging Afghanistan to honor bilateral treaties.

Araghchi expressed optimism about the outcomes of this meeting. He highlighted the importance of expanding economic, trade, and political ties between the two countries. Muttaqi shared similar sentiments, saying the visit could pave the way for improved bilateral relations.

Water Disputes in Focus

The issue of water resources dominated the talks as tensions over the Helmand and Harirud rivers have escalated in recent years. Afghanistan’s dam construction projects have affected water flow to Iran, creating significant disputes. Araghchi urged full adherence to existing water agreements.

Muttaqi acknowledged the water challenges, citing severe drought caused by climate change. He reassured Iran that Taliban authorities were making efforts to manage water distribution fairly. Both sides agreed on the need for more dialogue and mutual cooperation to address this critical issue.

Concerns Over Afghan Migrants

Afghan migrants in Iran were another major topic during the talks. Iran hosts millions of Afghan refugees, with numbers rising since the Taliban’s return to power. Iranian authorities have faced criticism for alleged mistreatment of Afghan migrants, including wrongful deportations and abuse.

Muttaqi and Akhund called for better treatment of Afghan migrants and a dignified repatriation process. Iranian President Masoud Pezeshkian denied allegations of mistreatment, stating that Tehran ensures respectful deportation of undocumented migrants.

Border Security Measures

Iran has taken steps to fortify its border with Afghanistan to address illegal immigration and smuggling. In September 2024, Iranian media announced the construction of a 10-kilometer wall along the border. Other measures include barbed wire installations and water-filled ditches to curb illegal activities.

Both sides stressed the importance of enhancing border security while maintaining strong trade and economic ties. The discussions reflected a shared understanding of the need to balance security concerns with humanitarian responsibilities.

Future Prospects for Relations

Iran has maintained active diplomatic ties with Afghanistan’s Taliban-led government, despite not officially recognizing it. This visit by Araghchi underscores Tehran’s intent to engage with Afghanistan on pressing bilateral issues.

Muttaqi expressed hope for stronger ties, envisioning new phases of cooperation between the two nations. Araghchi reiterated Iran’s commitment to fostering security and economic stability in the region.

As the two countries work toward resolving longstanding disputes, this meeting signals a cautious yet optimistic step toward greater collaboration. Both nations face challenges, but dialogue remains the key to improving relations.
