UAE Becomes First Country to Offer Free ChatGPT Plus Access to All Residents

The United Arab Emirates has officially become the first country in the world to offer free access to ChatGPT Plus for all residents. This decisive move highlights the UAE’s strategic vision to make artificial intelligence tools widely accessible and to position itself as a global leader in AI innovation.

Free Access to Advanced AI for Every Resident

All residents in the UAE can now use ChatGPT Plus, the premium version of OpenAI’s popular AI chatbot, without paying any subscription fee. Previously priced at $20 per month, ChatGPT Plus offers faster response times, access to GPT-4.5, and priority usage during peak hours. By removing the financial barrier, the UAE has enabled millions to leverage advanced AI tools for work, education, entrepreneurship, and daily life.

Government and OpenAI Collaboration Powers the Initiative

This initiative stems from a formal partnership between the UAE government and OpenAI, reflecting a shared commitment to responsible AI deployment and innovation. Central to the collaboration is the Stargate UAE project, a state-backed AI infrastructure center under development in Abu Dhabi.

Stargate UAE: Building AI Capacity at Scale

The Stargate UAE project will house a one-gigawatt supercomputing cluster, making it one of the largest AI computing hubs in the world. The first phase, launching next year, will activate 200 megawatts of computing power dedicated to AI training and development. This facility aims to serve as the regional anchor for future AI research, model deployment, and industry-grade applications.

OpenAI CEO Sam Altman praised the partnership, writing on X (formerly Twitter):

“Great to work with the UAE on our first international Stargate! I appreciate the governments working together to make this happen.”

His statement reinforces the depth of cooperation between OpenAI and the UAE, both focused on rapid and responsible AI scale-up.

Part of the ‘OpenAI for Countries’ Program

The free access to ChatGPT Plus is also part of OpenAI’s “OpenAI for Countries” initiative. This program helps nations integrate AI into national infrastructure by offering tailored access aligned with local languages, laws, and social values. Key focus areas include data security, ethical standards, and digital inclusion. Through this model, the UAE becomes a case study in how AI can be embedded into public life responsibly and at scale.

A Model for Emerging Economies

The UAE’s strategy is expected to influence other nations, especially those seeking to accelerate AI development. For example, India, home to the world’s largest youth population, is actively pursuing sovereign AI infrastructure through the India AI Mission. This includes an investment of over ₹10,000 crore to develop local data centers and deploy over 29,000 GPUs within the country. Like the UAE, India aims to reduce dependency on foreign cloud infrastructure while boosting local AI capabilities.

A Milestone in Global AI Access

The UAE’s decision to offer free ChatGPT Plus access marks a major milestone in the global AI movement. By combining free user access with massive infrastructure investment, the country is setting a precedent for how governments can democratize AI for national development. As AI adoption grows worldwide, other countries may follow the UAE’s lead in creating open, inclusive, and future-ready AI ecosystems.
