The US has suspended aid projects worth $845 million in Pakistan. The move follows President Donald Trump’s directive to cut funding for the United States Agency for International Development (USAID) projects worldwide.
The suspension has halted 39 major USAID-funded projects across various sectors. These include energy, economic development, agriculture, democracy, human rights, governance, education, health, and humanitarian assistance. Many local NGOs and organizations now face financial difficulties due to the withdrawal of promised funds.
Healthcare and Education Programs Affected
One of the most significant suspended projects is the Integrated Health Systems Strengthening and Service Delivery Program. This $86 million initiative aimed to enhance Pakistan’s healthcare infrastructure. The Global Health Supply Chain Program, valued at $52 million, was designed to ensure a steady supply of essential medical materials.
The suspension also affects education. The Merit and Needs-Based Scholarship Program, worth $30.7 million, was set to support underprivileged students seeking higher education. Now, many students who rely on these scholarships face uncertainty.
Democracy and Governance Initiatives Stalled
Several programs aimed at strengthening democracy and governance in Pakistan have been halted. The Inclusive Democratic Processes and Governance initiative, worth $15 million, was intended to promote democratic values and transparency.
In the recently merged tribal areas, the Merged Areas Governance Program for former FATA has also been suspended. The $40.7 million project sought to improve governance and administrative structures in these regions.
The freeze has also stopped the Building Peace in Pakistan program, a $9 million initiative that aimed to foster religious, ethnic, and political harmony.
Economic and Infrastructure Development Halted
The Pakistan Private Investment Initiative, a $43.5 million program focused on creating employment opportunities, has been put on hold. This program was designed to encourage private-sector investment and job creation.
One of the most critical affected projects is the Mangla Dam Rehabilitation Project. The $150 million initiative was essential for Pakistan’s energy and water security. The suspension could delay crucial upgrades needed to maintain the dam’s operations.
Trump’s “America First” Policy Reshapes US Foreign Aid
The decision to suspend these programs is part of a broader restructuring of US foreign aid. Trump’s administration has pushed for cuts to foreign assistance under the “America First” policy.
USAID, established in 1961 under President John F. Kennedy, has played a key role in US foreign policy. It administers about 60% of the country’s aid budget. In the 2023 fiscal year, USAID disbursed $43.79 billion in global assistance, supporting development in over 130 countries.
However, the Trump administration aims to consolidate USAID into the State Department. The move is part of an effort to reduce government spending and redirect funds to domestic priorities.
Consequences for Pakistan and Future Aid Relations
The suspension of these aid projects could have long-term effects on Pakistan’s development efforts. Many of these initiatives provided essential support to vulnerable communities. Without funding, NGOs and local organizations may struggle to continue their work.
Pakistan and the US have had a complicated relationship regarding aid. In previous years, US administrations have used aid as a diplomatic tool. This latest suspension signals a shift in US policy under Trump’s leadership.
Moving forward, it remains unclear if future US administrations will reinstate these aid programs. For now, Pakistan must look for alternative funding sources to sustain its critical development projects.
