French President Emmanuel Macron arrived in Buenos Aires on November 16 to meet with Argentina’s President Javier Milei. The high-profile meeting comes as a precursor to the G20 summit in Rio de Janeiro on November 18 and is intended to align Argentina with global diplomatic priorities. Macron’s visit highlights his intent to balance Milei’s controversial policies and his admiration for U.S. President-elect Donald Trump with France’s vision of multilateral cooperation.

Strengthening Argentina’s International Role

Macron’s visit is part of a broader strategy to reaffirm Argentina’s commitment to international cooperation, particularly in economic and climate policy. This effort follows their initial meeting in Paris earlier in 2024, where Macron endorsed Argentina’s bid for membership in the Organisation for Economic Co-operation and Development (OECD) and reinforced France’s support within the International Monetary Fund (IMF). The current talks emphasize strengthening Argentina’s adherence to global agreements amid Milei’s unconventional policy shifts.

Milei’s recent visit to Mar-a-Lago, where he discussed deregulation and fiscal conservatism with Trump, further showcased his political direction. These policies, which emphasize reducing public spending and economic deregulation, have become a hallmark of his administration. Macron, however, aims to steer the conversation towards Argentina’s re-engagement with global frameworks that support economic stability and climate initiatives.

The discussions between Macron and Milei included critical topics such as trade partnerships, agricultural cooperation, and major issues expected to feature at the G20 summit, including hunger and climate change. Macron’s stance on climate action reflects longstanding French commitments to sustainability and adherence to the Paris Agreement, which he wants Argentina to uphold.

Tensions surrounding Argentina’s climate policies have risen, particularly after the country withdrew from significant discussions at the COP29 summit. This decision raised concerns about Argentina’s future role in climate commitments and the potential ripple effect throughout Latin America if other nations follow suit. Macron’s visit is not just about trade or economic collaboration—it is an attempt to reintegrate Argentina into cooperative dialogues addressing global challenges.

Challenges for Macron’s Influence

Macron’s mission is complicated by his diminishing political leverage following recent parliamentary setbacks in France. Observers note that his attempts to engage with leaders like former Brazilian President Jair Bolsonaro on climate and environmental policies were met with resistance. Oscar Soria, an Argentine climate activist, commented on the stakes: “If [Macron] can’t convince Milei to stay in the Paris Agreement, then it could be interpreted as evidence of waning influence for him.” This underscores the significance of this visit—not just for Argentina’s future, but for Macron’s international standing as well.

The tête-à-tête dinner between Macron and Milei, aimed at setting a cooperative tone for upcoming discussions, carries weight for how both leaders approach the G20 summit. Macron’s overarching goal is clear: ensure Argentina moves away from isolationist tendencies and remains a constructive participant in global governance.
