France Summons Israeli Ambassador After Incident in Jerusalem

On November 12, 2024, Foreign Ministry of France summoned Israel’s ambassador to convey serious concerns over an incident that occurred in Jerusalem on November 7. The event involved Israeli security forces entering a French-administered property on the Mount of Olives and briefly detaining two French security officials with diplomatic status. The incident took place ahead of a scheduled visit by French Foreign Minister Jean-Noël Barrot to The Church of the Pater Noster, one of the four holy sites in Jerusalem under France’s responsibility.

This diplomatic incident has sparked tensions between the two nations, highlighting growing concerns over France’s diplomatic and religious presence in Jerusalem and Israel’s security protocols. The French government has expressed its dissatisfaction, demanding concrete measures to ensure that such actions will not occur again.

French Reacts to this as “Unacceptable” Behavior

In a statement, France’s Foreign Ministry described the incident as “unacceptable,” especially given the strong ties between the two countries. France emphasized that the presence of armed Israeli security forces and the detention of its officials were out of line with the expectations of mutual respect between allies. The ministry made it clear that diplomatic and security protocols should be followed to prevent such misunderstandings from escalating further.

The ministry also called for measures to ensure that the incident is not repeated, although no specific details were provided regarding what steps would be taken. The French government’s reaction underscores the significance of the event, which involves both diplomatic privilege and the protection of religious sites in a city central to the three Abrahamic faiths.

The Israeli Perspective: A Misunderstanding?

Israel’s Foreign Ministry, in response, portrayed the situation as a misunderstanding. Israeli officials stated that every visiting foreign leader is typically accompanied by Israeli security personnel, a point they had clarified in advance with the French Embassy. They explained that two individuals who had refused entry to the security personnel accompanying Barrot were later identified as French consular officials and were released after a brief detention. The incident lasted only about 20 minutes and was described as an unfortunate confusion.

While Israel’s explanation sought to downplay the event, the tensions remain palpable. The differing accounts of the situation highlight the sensitive nature of security arrangements in Jerusalem, particularly concerning foreign diplomats and their rights to access holy sites.

What Does This Mean for France-Israel Relations?

This incident could further strain the already fragile diplomatic relationship between France and Israel. France has been increasingly vocal in its criticism of Israel’s actions, particularly in regard to the ongoing conflict in Gaza. In recent months, President Emmanuel Macron has called for an end to the supply of offensive weapons to Israel and has taken steps to limit the presence of Israeli arms firms in France.
