Former Russian President Dmitry Medvedev conveyed a cautionary message. He warned Britain that Moscow would interpret any potential deployment of a military contingent by Britain to Ukraine as a formal declaration of war against Russia.

This accord builds upon a prior commitment from the Group of Seven nations to furnish Ukraine with bilateral security assurances.
