In a bid to foster stability and fortify economic relations between the United States and China, US Commerce Secretary Gina Raimondo’s imminent visit to Beijing has captured global attention. This endeavor, marked by a series of high-level visits to Beijing, is anticipated to contribute to stabilizing the intricate economic and commercial ties that are of paramount significance to both nations.

 

Balancing Act in Diplomacy: Raimondo’s Dual Role

As a pivotal player in promoting the sale of US goods while simultaneously restricting the export of advanced technology, Gina Raimondo faces a diplomatic tightrope during her China visit. This intricate balancing act stems from her dual role as the head of US government trade promotion efforts and the overseer of export controls. Vice-President of the Asia Society Policy Institute, Wendy Cutler, highlighted the importance of achieving the right equilibrium in her meetings to ensure the effectiveness of her mission.

 

Caution and Realism Prevail in Expectations

Despite the fervor surrounding Raimondo’s visit, officials and experts maintain a cautious stance on the prospect of breakthroughs. Gary Hufbauer of the Peterson Institute for International Economics expressed skepticism about substantial outcomes, citing the influence of congressional Republicans with hawkish views. Speculation regarding a potential working group between US and Chinese Commerce Ministries to address export controls and blacklisted companies was met with criticism from Republican quarters.

 

Building Relationships Amidst Bipartisan Competition

The Biden administration’s strategic deployment of Cabinet officials to engage with China underscores the commitment to nurturing a stable US-China relationship. Former under-secretary of commerce for international trade, Stefan Selig, emphasized the significance of building relationships grounded in trust and respect, despite the current bipartisan “gang tackling” approach towards China. Selig stressed the importance of cooperation in areas of shared interest while acknowledging the competitive landscape.

 

US Commerce Secretary Gina Raimondo’s upcoming visit to Beijing, as part of a concerted effort to enhance bilateral relations, holds the promise of fostering stability and reinforcing the economic foundation that underpins both nations. While expectations are tempered with caution and realism, the visit symbolizes a crucial step towards nurturing a balanced and cooperative relationship between the United States and China, even as competition intensifies across various domains.
