A comprehensive 120-page draft report released by the United States-based New Lines Institute has presented compelling evidence that Ethiopian forces and their allies committed acts constituting the crime of genocide during the devastating Tigray war, which lasted from 2020 to 2022. The report, which cites multiple, widespread, and credible independent sources, calls for Ethiopia to be brought before the International Court of Justice (ICJ) to face prosecution for these alleged atrocities.
The Tigray war erupted in November 2020 when the regional government’s bid for autonomy led to the Ethiopian military’s intervention in the northern region of the country. The two-year conflict resulted in thousands of deaths, with both sides accusing each other of committing atrocities such as massacres, rape, and arbitrary detentions while vehemently denying responsibility for their own abuses.
In September 2022, nearly a year after government and Tigrayan regional forces agreed to end the fighting, a United Nations report stated that war crimes and crimes against humanity were still being perpetrated. The New Lines Institute report goes further, asserting that there is sufficient evidence to suggest that Ethiopia engaged in actions that violate the Genocide Convention, including targeting civilians with mass killings and starvation tactics.
According to the report, the Ethiopian National Defense Force (ENDF), in collaboration with the allied Eritrean Defence Forces (EDF) and various regional militia, possessed the intent to destroy Tigrayans as an ethnic group. The report highlights at least four acts that constitute the crime of genocide: killing Tigrayans, causing serious bodily or mental harm, deliberately inflicting conditions of life upon Tigrayans calculated to bring about their destruction, and imposing measures intended to prevent births among Tigrayans.
Furthermore, the report points to social media posts made by certain individuals that allegedly constitute public incitement to genocide. This evidence, along with the other findings, forms the basis for the New Lines Institute’s call for Ethiopia to face justice at the ICJ.
The Tigray war’s impact on the region has been immense, with countless lives lost, communities torn apart, and infrastructure destroyed. The allegations of genocide, if proven, would underscore the severity of the atrocities committed during this conflict and the urgent need for accountability and justice.
The international community has a responsibility to investigate these claims thoroughly and ensure that those responsible for any acts of genocide are held accountable for their actions. The New Lines Institute’s report serves as a stark reminder that the pursuit of justice and the prevention of such atrocities must remain a global priority.
As Ethiopia and the Tigray region work towards rebuilding and reconciliation in the aftermath of the war, addressing the allegations of genocide and ensuring that all parties are held accountable for their actions will be crucial in fostering lasting peace and stability. The international community must support these efforts and stand firm in its commitment to upholding human rights and preventing future atrocities. The New Lines Institute’s report is a significant step towards uncovering the truth about the Tigray war and the alleged acts of genocide committed during the conflict. It is now up to the international community to act upon this evidence, pursue justice, and work towards a future where such atrocities are consigned to the pages of history.
