On November 4, 2024, Israel formally withdrew from a long-standing cooperation agreement with UNRWA, ending the protection, movement rights, and diplomatic immunity previously granted to the agency. This decision is part of a newly enacted Israeli law, slated to take full effect in January, which will prohibit Israeli authorities from working with UNRWA.
The move, immediately effective upon Israel’s formal notification, was prompted by allegations of Hamas influence within the agency, accusations Israel claims have not been adequately addressed by UNRWA.
UNRWA’s Role and Immediate Concerns for Humanitarian Aid
UNRWA, established in 1949, serves over 5.9 million Palestinian refugees, offering health, education, and welfare services across Gaza, the West Bank, and neighboring Arab nations. The organization is widely considered essential for humanitarian assistance, particularly in Gaza, where UNRWA is central to aiding civilians amid ongoing conflict.
UNRWA warns that Israel’s recent law could disrupt its operations, especially within occupied territories, where it plays a critical role in supporting basic needs. Juliette Touma, UNRWA’s communications director, urged U.N. member states to prevent the law’s full implementation, calling the situation “a race against time” to sustain critical services.
U.N. and U.S. Reactions to Israel’s Decision
U.N. spokesperson Stephane Dujarric confirmed that UNRWA would continue operations for the time being, while U.N. lawyers assess Israel’s notification. The United States has voiced opposition to Israel’s new law and is evaluating the implications of Israel’s recent actions on humanitarian assistance in the region.
Israel’s Accusations and UNRWA’s Response
Israel’s stance on UNRWA intensified following the October 7, 2023, attack by Hamas on Israel, which reignited hostilities in Gaza. Israel claims UNRWA personnel were involved in the attack and asserts that a former UNRWA employee held a leadership position within Hamas. In response, the U.N. conducted its investigation and dismissed nine UNRWA employees suspected of involvement. However, UNRWA has reportedly only received one formal accusation from Israeli authorities.
Israeli Ambassador Danny Danon said, “despite evidence of Hamas infiltration within UNRWA, the U.N. failed to respond effectively.” UNRWA contends that it sought additional information from Israel on these allegations but received no response.
The Path Forward for Palestinian Aid
With aid deliveries to Gaza at a record low and risks of a humanitarian crisis mounting, UNRWA is urging global stakeholders to support its continued efforts, despite the new Israeli restrictions. The agency’s extensive network remains essential in providing services to Palestinian refugees, as alternatives to UNRWA are lacking.
